Resumen
Chilean higher education reform draws increasing attention not only in the national community but also internationally, particularly in Latin America. Taking this into account, the present article provides an analysis of the conceptual framework that underlies the reform of Chilean higher education law. Initiated by the government of President Bachelet (2014-2018), this reform is studied in its main features of policy formulation and design. In addition, we look at the way the proposed legislation frames the relationship between universities and the state, the state’s role vis-à-vis higher education and its funding to ensure universal and free access. Based on secondary information and literature, this paper critically reflects on the policy approach of the reform project and its core ideas.
