Resumen
The national states of Peru and Chile litigated - since 1920 - in the presence of the president of the United States of America, as an arbitrator, regarding the Tacna and Arica provinces, known as the "Washington conferences". The Bolivian diplomacy, tried to intervene talking to the north American president and the representatives of both litigating countries, affair that according to Valentín Abecia ""importaba una tercería" between Chile and Perú". Here it is argued that this "tercería" became not only a Bolivian foreign policy tool, but also the strengthening on the north American geostrategic position in the region, and the "Kellogg proposal" was the most symbolic expression both one and the other. It is argued that the "tercería" failed not only due to the refusal of the litigating countries, but also because Latin-American nations needed to reach multilateral agreements or together (e.g. Pan-american Conferences), to solve controversies peacefully (e.g. GondraTeatry, 1923).
