Abstract

Latin America countries have undergone a number of reforms in their higher education systems. Studying these phenomena becomes therefore relevant. The present paper addresses the most relevant factors to be considered in a process of higher education reform, taking the Chilean case as its unit of analysis. Secondary sources are used (scientific articles and studies by international organizations). The conclusion is that in this case the reform was not preceded by an adequate evaluation of the system’s functioning and did not developed a strategic vision of the necessary changes for confronting the challenges of a changing environment.
